Turning to the other report, on the delegation of powers, I pay tribute to my noble friend Lord Blencathra and his Delegated Powers and Regulatory Reform Committee. I take on board his warning about the Rivers Authorities and Land Drainage Bill, on which he has proposed summoning the author before his committee to discover exactly what is going.

Many responded to the Delegated Powers and Regulatory Reform Committee, by making changes to future delegated powers. But amendments were traceable to various other committees as well.
